The Argument
China accounted for an estimated ~79% of global tungsten mine production in 2025 (USGS Mineral Commodity Summaries). The United States has had no commercial primary tungsten mine production since 2015. While domestic recycling and conversion capabilities exist (seven U.S. companies retain conversion capacity per USGS), net import reliance exceeds 50%. This gap is not temporary — it is structural, and it has been building for decades. Similar dynamics apply across antimony, gallium, germanium, rare earth elements, and other materials essential to defense, aerospace, electronics, and energy systems.
A critical distinction often lost in policy discussions: the absence of domestic primary mine production is not the same as the absence of processing capability. The U.S. retains some downstream processing infrastructure, particularly for tungsten conversion. However, this capacity depends on imported feedstocks, creating a chain of vulnerability that export controls or supply disruptions can sever at any point. Restoring domestic primary production is therefore not merely a mining question — it is a supply-chain resilience question.
China's export controls on gallium, germanium, antimony, and tungsten — imposed and tightened progressively since 2023 — are not tactical negotiating moves. They represent a deliberate strategy to control downstream processing and finished-goods manufacturing globally. The U.S. has responded with the National Defense Authorization Act provisions, critical minerals list expansions, and Defense Production Act investments, but policy response continues to outpace actual domestic production restarts.
Distressed mines, orphaned claim blocks, and undervalued mineral rights across established U.S. mining districts remain available at valuations that reflect decades of industry neglect rather than geological potential. The window for acquiring high-quality domestic mineral positions at these valuations is narrowing as the national security narrative matures, policy incentives take effect, and strategic capital begins to deploy.
The mining industry has historically rewarded promotion over technical discipline. Sovereign's approach inverts this: acquire the rights, compile the historical record, validate with modern technical methods, and advance through clearly defined decision gates — each of which must be passed before additional capital is committed. This stage-gated model is designed for institutional capital that requires repeatable diligence, not promotional narratives.

They depend upon valid federal law, annual maintenance filings, surface access, land status, environmental permitting, technical validation, and operating conditions.
